<p>General Notice
The Village of Dundee (Owner) is requesting Bids for the construction of the following Project:
Water System Phase 2 Improvements
Contract No. 2 - Transmission Main Improvements
995.026.001
Bids for the construction of the Project will be received at the Village of Dundee Clerk’s Office located at 12 Union Street, Dundee, New York, until Thursday, May 9, 2024 at 2:30 p.m. local time.  At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Project consists of the replacement of approximately 5,000 linear feet of transmission main with new 8-inch PVC transmission main, including necessary appurtenances, fire hydrants and water services.
Bids are requested for the following Contract: Contract No. 2 – Transmission Main Improvements

The Issuing Office charges a non-refundable fee of $100.00 (One Hundred Dollars) to download the
documents. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations.
Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b.
Purchases made by Village of Dundee are not subject to any Federal, State or local sales tax.  Bidders shall not include in their bid sales and compensating use taxes on the cost of materials.  Exemption certificates will be executed upon request.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.</p>
<p>The following waivers apply to this Contract:
De Minimis,
Minor Components,
Pig iron and direct reduced iron.</p>
<p>All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between USDA RD and the Village of Dundee.  In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200 (i.e., procurement standards), 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; and American Iron and Steel (AIS) Act.</p>

<p>The Village of Dundee is excited to share that the <strong>Millard Park Sidewalk and Landing Project</strong> is nearing completion!</p>
<p>Thanks to a <strong>Natural and Recreational Resource Grant</strong> from <strong>Yates County</strong>, an <strong>ADA-compliant sidewalk</strong> has been installed, connecting the <strong>parking area to the pavilion</strong>, and continuing on to a new <strong>landing area along Big Stream</strong>. This addition creates a safe and accessible route for all residents and visitors to enjoy the park’s natural beauty.</p>
<p>The peaceful landing spot offers a place to sit, relax, and take in the sights and sounds of nature along the stream.</p>
<p>A huge thank you to our <strong>Public Works team</strong> for their dedication and hard work in bringing this project to life! Their efforts are helping make Dundee a more inclusive and welcoming place for everyone.</p>
<p>Stay tuned for more updates — and we hope you’ll stop by soon to enjoy the new path through one of our community’s most beautiful spaces.</p>

<p> A Bond Resolution adopted by the Village Board of the Village of Dundee, New York (the “Village”) on October 25, 2022 authorizes the issuance of bonds and other obligations to finance the cost of undertaking a project (the “Project”) consisting of the construction of improvements to the Village waste treatment system.   The estimated maximum cost of the Project is $19,298,000.   Pursuant to the Bond Resolution, the Village is authorized to issue up to $19,298,000, or such lesser amount as may be necessary, of serial bonds or any bond anticipation notes, including renewals of such notes and is further authorized to levy a tax to pay principal and interest on said obligations and apply, if and when available, state and/or federal assistance available or any revenues available for such purpose from any other source.  Undertaking the Project is approved.  The bonds and notes authorized by the Bond Resolution may be issued to the United States Department of Agriculture, Office of Rural Development, or any of its related offices or agencies, the New York State Environmental Facilities Corporation under any of its revolving fund programs or any purchaser in accordance with the provisions of the Local Finance Law. The plan for the financing the cost of the Project shall be (i) the issuance of up $19,298,000, or such lesser amount as may be necessary, of serial bonds or any bond anticipation notes, including renewals of such notes, of the Village and (ii) the application of state and/or federal assistance available or any revenues available for such purpose from any other source.  Under the Local Finance Law, the Project has a period of probable usefulness of 40 years.  Such resolution shall be kept available for public inspection in the Village Clerk’s Office during regular business hours for thirty days following this publication.</p>

<p>Public Notice is hereby given that the tentative budget of the Village of Dundee, County of Yates, New York for the fiscal year beginning June 1, 2026, has been completed and filed in the office of the Village Clerk of the Village of Dundee at the Village Hall, 12 Union Street, Dundee NY where it is available for inspection by any interested person during the hours of 10:00am and 4:00pm at the office of the Village Clerk beginning April 03, 2026.</p>
<p>The Board of Trustees of the Village of Dundee will conduct a public hearing on the tentative budget on Tuesday, April 14th, 2026 at 7:10pm, at the Village Hall, to take and hear comments relating to the tentative 2026-2027 Village budget as proposed by this Board.</p>

<p>The CDBG program is administered by the New York State Office of Community Renewal (OCR), and provides resources to eligible local governments for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the progress of the ongoing CDBG project. </p>
<p>Comments related to the effectiveness of administration of the CDBG project will also be received at this time. <p>            The effect will be to exempt the Village of Dundee from the so called “tax cap” for the fiscal year 2026-2027, but not necessarily result in any tax increase.</p>

<p>The Village of Dundee and the Town of Starkey, Each Having Been Served With a Copy of a Petition for Annexation Pursuant To Article 17 of the General Municipal Law of the State of New York, Have Set a Joint Public Hearing Thereon</p>
<p>Notice is hereby given that a Public Hearing by the Board of Trustees of the Village of Dundee, County of Yates, State of New York, jointly with the Town Board of the Town of Starkey, County of Yates, State of New York will be held at the Starkey Town Hall, 40 Seneca Street, Dundee, New York, on the 8th day of June, 2023, at 7:00 p.m. upon the petition for the annexation into the Village of Dundee of premises consisting of 2.366 unimproved acres on the west side of Edwina Street,  being a part of tax map parcel no: 120.02-1-3 which premises are presently owned by Steven C. Hill and Darla D. Hill, et al..</p>
<p>If approved by each Board the effect will be to permit annexation of the subject premises into the Village of Dundee. June 1, 2023 will go to $20.00/hour and receive a $0.75 increase on anniversary date.  </p>
<p>This is semi-skilled work involving responsibility for the efficient performance of a variety of public works repair and maintenance tasks. <p>Yates County will be hosting its annual <strong>Household Hazardous Waste (HHW) Collection Event</strong> on <strong>Saturday, September 13, 2025</strong>, at the <strong>Yates County Fairgrounds</strong>. This free event provides an environmentally safe way for residents to properly dispose of common hazardous materials found in homes, garages, and sheds.</p>
<p><strong>Pre-registration is required</strong> and will be open from <strong>August 4 through September 5, 2025</strong>. Appointment times will be assigned at the time of registration.</p>

<p>We are thrilled to share that the <strong>Village of Dundee has been awarded a $1,000,000 Municipal Park Grant through NYS Parks and Recreation Historical Preservation</strong> to make <strong>Millard Park</strong> an even more fun, accessible, and inclusive space for our community!</p>
<p>The exciting upgrades will include:</p>
<ul><li>A <strong>fully inclusive playground</strong> for children of all abilities</li>
<li><strong>ADA-compliant walking trails</strong> with fitness stations along the path</li>
<li>A brand-new <strong>dog park</strong> for our furry friends</li>
<li><strong>Fencing improvements</strong> around the basketball court and softball field</li></ul>
